We work with a Mexican customs broker who files the import pedimento. Personal shipments under the threshold clear via simplified courier. Commercial freight uses normal or consolidated pedimento depending on volume and the recipient's RFC.
For gifts and family shipments under USD$1,000, usually not. For commercial freight, resale inventory or equipment, yes — the recipient needs an active RFC and, depending on the product, registration in the Padrón de Importadores.
